Shinx is another barrel of fish. Being a natural Electric- type, he'll be able to strike the bottom of the pool, but the dissipation will still be pronounced. Partial dodges will be easier since his attacks will be less accurate, but they'll retain their potency.

Assuming you're trying with Buneary, the attacks will be pretty dispersed. Buneary is a non natural user so doesn't have quite as keen a degree of control. If you're at the bottom, they're unlikely to really hit at all.

About as well as normal electricity. There'll be dispersion thanks to the range of it. Mostly referee discretion and conditions, honestly.
