Bellow is the 4th generation Iv caculator their is a different one for the 3rd generation.

you can caculate Ivs by using the Iv caculator on serebii it is sort of inaccurate if you are at the wrong level try getting your pokemon to at least level 25 and then put the info on the iv caculator on serebii i can not find the Iv caculator so I will post the url when I find it

yes staryu's are found in the water that was blocked by wailmers in front of team aqua's base outside of lilycove city.
