Watch the show. It's set in stereotypical America and features a talking dog and a "hyperkinetic sociopathical rabbitty thing" that prefers to identify itself as a lagomorph. They appointed themselves the Freelance Police and recieve missions from a faceless entity known as The Commisioner who might be human. Just watch the first and second episodes. They're hilarious.

T.H.E.Y....um, T.H.E.M. are commonly known as the Temporal Headquaters of Enlightened Mariachis. T.H.E.I.R...T.H.E.M.'s goal is to play mariachi on everyone's birthday using their time-traveling UFO. T.H.E.Y. (screw this, I'm using the grammatically corect usage) are actually one mariachi, but T.H.E.Y. are from different points in his life. They are antagonists of Sam and Max.
