That Pokemon was never distributed in New Zealand, other Jirachi were but none with that OT.

Since given the date it would most likely be from Rio de Janeiro, Brazil, since its date would be the first day it was available there.
However it could also be from Chile, Columbia, Mexico, or São Paulo, Brazil.
