But to be honest, if you have a Timid Drought Vulpix with good IVs I could use it over the Bagon, my Drought Vulpix have bad IVs and I would like to avoid having to breed more.

Brave Bird / Whirlwind is fine.

I don't think Skarmory can pass down Stealth Rock in gen 5 anyway.
