RU and NU are different. It goes NU, RU, OU, Ubers.

RU is rarely used. NU is never used. UU is underused. OU is over used. BL is borderline between OU and UU. NFE is not fully evolved. Ie. Kadabra, Snorunt, Charmeleon.
