In that case go to Blackthorn City and go to the move tutor house and one of the people in there will ask "Do you want me to teach one of your pokemon the ultimate Dragon move". Say yes and click Salamance, If you do that but she wont teach it to Salamance then increase Salamances friendship a lot and then she will.
