Not that I know of. I went to Silph Co. right after I beat Red and he was there. Check the "Starter Pokemon" section of the HG/SS section on serebii.

When you enter Silph Co. (assuming you have the National Dex, 16 badges, and beaten Red) walk towards the right and he should be next to the counter.

Yeah, I beat him.
When you beat him, you see Prof. Oak and you can get one Kanto starter. Then you go to Saffron City and go to Silph Co. and see Steven and get one Hoenn starter.

lol I got all 16 badges, caught Lugia, Ho-oh, Suicune, Raikou, Latios, I did the Pikachu Coloured Pichu/Spiky-Eared Pichu thing, now I'm about to face Red.

Yup. All you do is go to Gamestop, ask to pre-order HeartGold and/or SoulSilver, you can either put down a $5 deposit and pay the rest when you get the game or just pay full price up front, they give you a receipt and then you go back to the same store you pre-ordered it from on March 14.
