I've been trying for hours, and I can't get a Horsea with Hidden Power Electric. However, I do have one with Hidden Power Grass. If you're looking for a Jellicent counter, this is probably your best bet besides Electric. Will this be acceptable if I can't find one with Hidden Power Electric?
