Threads that get created in the Competitive section as a whole become pending threads that are either approved or deleted. Both of your threads got deleted. Threads with a single sentence are not ever going to get approved. I suggest looking at the existing leagues to see what has been approved. Typically, you need to have rules for challengers and leaders set up in the first post, in addition to policies, and it's helpful to have people who will actually be leaders already picked out. Starting a league is something that should be the result of time and planning, not just making a thread with a single sentence.

Afraid not. Setting up tournaments is up to the person hosting it. If you're not sure how to properly host a tournament, I'd suggest looking at the rules and existing tournaments as a guide.

...Also, I'd suggest waiting more than 12 minutes before asking if anybody is going to answer.

you can also try Trinity League. They don't have a tournament slated to start yet, but they have tournaments every few weeks.

for Pokegyms, themes and battle styles are done by popular vote. You are allowed to give input, but the idea has already been decided on.
