Like I said, its not a costume one the one I have, Serebii doesn't allow that, you have to use the ones in the forum database, this one I use is from the forum database.
Its not a custom one, its one of the forum avatars, just browse the list of Best Wishes avatars that Serebii provides.
Usable in the forum? we can't only in our private page.I don't think you can. I think only senior members of the forums gain the ability to have custom avatars
