Well if both the parents have fairly high IVs the offspring have a higher chance of getting high IVs. Doesn't really matter about gender cause the everstone will be placed on the Ditto.

Note this though: You'd have to be extremely lucky to get 31 IV HP / Def / SDef Dittos. 3 flawless is hard to get. My best pokemon has 4 flawless and I got that through sheer luck.
