Nowhere, because that thread is where it belongs and all other sections are to talk about specific games. Mind you, I don't quite agree that it would 'go unnoticed'; everyone who is interested in making up E4 characters, Pokemon, etc would look at that thread.

No. Creating a thread about E4 members you have made up has very little to do with the BW games. Just because you feel not many will respond it doesn't mean that it fits in BW, sorry. (That and another mod disapproved your first version of the thread as well).
