Im not sure whether your still unable to wake pokemon, mysterygift or competion but i have the same thing. the dream world i fixed as a c gear skin i had chosen was glitched (zoroark) so i had to go back to my previous and it worked, the m gift and b comp i dont know though as ive seen people wiht error code 31020 who havent had the same prblems ive had so i cant help mre. to fix the dream world though the thread can be found if you search error code 31020
