It says "the Pokemon" which could mean either. Here is a discussion I found:

It seems to indicate it affects the Pokemon with it.

Are you sure that's what Klutz does? Both SPP and Bulbagarden look like it is to prevent the Pokemon with the ability from using items.

Hey I have a charizard reprint and I'm willing to trade my Garchomp C Lv.X. Charizard will be almost impossible to get out of my hands because I like it so much so be prepared to do at least a 2-4-1. As for Garchomp Lv. X, I'll do a 2-4-1 or trade for another Lv X. Let me know
