Okay, the Land of Red Dunes is a place of exile. Inky Jay and his people are the descendants of those Celestia and Luna cast out of Equestria along with Aurora for their involvment in *spoiler stuff for later* incident. (Not the Changelings). Being that even now there are very few of them, there is virtually no government. They are truly a subsistence society for the most part, and their unity as those that were cast out is stronger than any village ties that would require a central government to unite them.
