Thanks. That kind of error happens every few sets, with some sets being more likely to have it than others. It's when the image they put over the foil of the card is too thin.
Some people value them a bit more but a lot of people don't care.
You have the Japanese one, right? Japanese secret rares generally go for 50% more to double what the English ones are if they're 1st ed, and the same or slightly less than the English ones if unlimited.

That's the problem then. When checking ebay to see how much something is going for, only check the ones that have actually sold. Buy it now or bidding prices don't matter if they haven't actually sold at those prices.
1st: Are you looking at sold listings or just the ones that haven't sold? You can put any price you want for an item you're selling on ebay, that doesn't mean it'll sell or be worth that. I could put a toothpick on there and start the bid at $1,000,000 for it.
