I assume this is B2/W2.

You need to visit N first, in the ruins of Team Plasma's castle. Remember when your rival's sister said something about Zoroark in Victory Road?
Eventually you'll have to battle N's Resh/Zek (depending on your version), and after that, capture the Resh/Zek in Dragonspiral Tower. Only after that you can go capture Kyurem.
