Hmm, well, as is, Mewtwo isn't coming until spring, over 4 months and they specifically said making even one new fighter takes time. But on the other hand, Mewtwo's existence in 3DS as a trophy suggests he wasn't planned from the start.

The exact statement was, if you register both games with CN then you get him for free.

Anything that gives custom parts has a chance of rewarding a mii suit, but I don't think any of them give them with any sort of regularity.
Which ever out of Trophy Rush, Classic and Smash Run gives you the most customs is your best bet.
Ironically, once you get 3 suits the second challenge...
