I can be wrong, but I'm pretty sure that Smogon replaced the NU tier with the RU tier. ^__^ And they have assigned pokemon to the RU tier.

Really, I looked at Smogon and places like that AFTER I asked this question. I asked it then thought, uh oh, people will think I'm dumb, so then I looked at Smogon. But I'm kinda mad at Smogon because they dissed my favorite Pokemon (labeling Pidgeot and Meganium as Never Used; shame on them!), so I try to avoid Smogon for the sake of my best friends...

They didn't "diss" your favorite Pokemon. You are still free to use either of them. It's just that these Pokemon are not very viable when stacked up against foes like Heatran, Tyranitar, and Metagross.
