Hey there, saw your post in Suggestions and Inquiries. If you're interested in joining the ASB, there's a couple of places that are good to look at.

The rest of that thread is also a great general go-to for new ASBers. Don't be daunted by the huge amount of text though, the single post that I linked you to is more than enough if you're just starting out.
Also, and probably most importantly in the long-run, the main ASB website can be found at http://pasbl.upnetwork.net
This site has most of the rules of the ASB written out on it and includes useful resources such as the Attack Descriptions and Species Characteristics. Many attacks work very differently in the ASB compared to the games and other media, so it's advisable that you consult the Attack Descriptions whenever you're ordering moves.
At the end of the day; try not to overthink it too much, just get some Pokemon registered up, find an opponent and get yourself into the queue for a ref once you have. Getting a ref can take a little while, so you'll have plenty of time to learn the rules in more detail in the mean time.
Of course, if you don't want to join the ASB for now, you can disregard this message, but thanks for your interest anyway ^^
