Well that's part of it, but basically, if a show doesn't become a hit by Disney's estimated timeframe,
then give it the cold shoulder by barely even advertising it at all, putting it in poor timeslots, don't give it any kind of merchandise
and practically don't even let fans on their social media pages know that the said show even exists by not even talking about it.
