I believe it's because the gameplay has plateau'd. There can be optimisations to the gameplay, but in the same way that graphics and framerate can be improved.

That school talk makes me want to see Stadium 2's "school mode" to return ;) These had lectures and battles with rental Pokémon. The goal was to apply the lesson to the battle, such as using the right type, using the right moves and using the right switching.
