I'd agree on Stealth Rock, but not rock type moves altogether, otherwise you'd need to ban electric and ice moves too.

I'm not sure if I'd be able to do the tournament anyway, but I'm going to ask this anyway. Would Mega Sceptile/Swampert count in both starter and mega categories or just the mega and thus require a second starter?
