It's rare but no, it's not in any specific location. I caught it in the very first cave. Just enter and keep looking, you'll find it eventually. I think it just becomes neutral, taking regular damage from ground. I'm not sure if Electric or Rock are still supereffective though.

Only post game. After you beat the E4, a door appears at the bottom of the castle. Along with a sage. After encountering Urgamoth and you're leaving, you'll find Earthquake on the way out. EDIT: My question is still up there ^^^
