It doesn't matter which region it is if the fillers will be mostly on the building where they live or whatever region the writer wants to write about. Kanto was not any more explored just because the laboratory was on Vermilion City. It's not different than spending lots of episodes on a random...

It doesn't make any difference where they are going to live. They are going to be on a different region each episode, and a lot of episodes will be fillers on the base itself.
