I don't see why a normal type eeveelution is bad. It wouldn't just be another eevee; pokemon evolve into another pokemon of the same type without looking the same.

Well to choose from we only have Zebstrika, Emolga, Galvantula, and Stunfisk. I really like Galvantula. Its speed is great, and its special attack is above average. It really helps that it has Compoundeyes + Thunder and Bug Buzz, which give it two extremely powerful STABs.

Special defense will end up up lower due to its base stat, so I'd say special. I would personally just focus more on special, but train both stats.
