Q.2: No, apparently to correctly or usefully EV train, you need to battle and rebattle the same pokemon that gives you stat boosts (or whatever it was called), so if you started with a charizard, and wanted to max out its Special Attack, you would need to battle 100 (i think it was 100) golbats...
