Choice Band Flygon should have maximized attack to increase its chances of OHKO against most pokemon, that would make it 252 Atk EVs. Earthquake is good here. I would change Dragon Claw for Outrage, for more power and KO chances, but that remains your decision to make since it keeps Flygon in...
