It works in sleepmode without the game on, and it works with the game on as well. I had my buddy over for X/Y last year, and we registered each other in streetpass when booting up the game.
Uh, I think this was the case in X/Y too, your friend code isn't located in the game itself, but in the 3DS homemnu, under the tab "friends" I believe. Any people added on the 3DS will show up on your OR/AS.

I don't know about you, but I absolutely detest events. Just give me the damn pokémon straight up front, without some stupid event I never get in my country anyway. It's not nice if you never get it.
Wouldn't say as many, because the references to Hoenn seem very out and about, while other regio's are mentioned once or twice each. Although I agree, there is no way a complete regio could have gone unnoticed.
