I have 2 questions:

1) In a double battle if your Pokemon uses Surf will it have base damage 47.5
on both Pokemon or will it have 95 base damage on both pokemon? If its 47.5 is it better to use waterfall?

2) If the normal move's critical hit ratio is 5%, how much does it become when you give the hold item Scope Lens? Is it really worth giving to a Pokemon?

1) Yes, it´s halved. yes, waterfall is better than surf in double battles.

2) Look the list:
No CH boosts: 6.5%
1 CH boost: 12.5%
2 CH boosts: 25%
3 CH boosts: 50%

These boosts can be from a move with a high CH ratio, Focus Energy, and/or Scope Lens.
it´s just good you give scope lens for one pokémon when it´s going to use high critical hit ratio attacks, leaf blade is the best example.

I don't know... When I use Surf in double battles it rocks and does more damage than waterfall. I will check it out for myself though... But I still don't think that waterfall is BETTER than surf.

1. Surf does get split.

2. It's not worth having the scope lens, since that's relying on luck. If you rely on a scope lens to win, it means that your Pokemon aren't strong enough without it. Ingame, you should be able to win without relying on crits, elsewhere, people will get angry because they'll say that scope lens and the like rely completely on luck.

Ok now I'm really confused :O should I learn Waterfall or Surf on my Kyogre for Double Battles??? Maybe Waterfall is better but I still can't choose...

1.) Like other people said, yes, surfs power is halved because it hits both pokemon. Half of the tidal wave hits one poke, while the other half hits the other, so it halves power. But with STAB and a super effective hit, it can still do acceptable damage.

2.) I do believe that scope lens gives you a 50% chance to critical hit, but that might only be with a high critical hit move, i am not 100% sure on this.

On your kyogre, I'd just go ahead and teach it surf. With STAB, auto raindance, excellent special attack, and super effective hits, it's gotta do some mega damage. And, it's always helpful to hurt the other pokemon too.

A good moveset for kyogre would be:
Modest nature @leftovers
~Surf
~Ice beam
~Thunder
~Calm mind
Now, that's one hell of a special sweeper!
