4th Generation Forum Changes

Right, done some changes in the 4th Gen areas. Since PBR is due out in a few weeks in Japan, I figured it was time to finally split a lot of the stuff so that the general stuff such as Pokémon & Attacks are best in the General forum as opposed to only the DP Forum or the PBR forum so its there and I'ld like it if you kept 4th Gen dicussion there and discussion specific to each of the games to their respective secitons

I have also added the Team Rate for the 4th Generation (YES ONLINE IS COMPETITIVE. DON'T LIKE IT? BITE ME) and may add Battle & Trade Forums at a later date depending on demand
