I am wondering which pokemon should be the 6th one in my team. I am in Dewford Town at this point. Sorry, but I have no EV stats, since I am planning to do that after I beat the Elite 4. This is in the emerald version.

I suggest you finish the Pokemon league. And then come back with your team that you have collated, so people can give suggestions then. It is too early for a rate as of yet.

Thuder Bolt+Ice Beam is Bolt-Beam.
A Pokemon that has both these moves on one set, is a Bolt-Beamer

As for resistance of bolt beam, heres a few to consider:
