It has been five hundred years. Five hundred years since the world was nearly overthrown by the greatest evil the world had ever known. It was an evil empire that stretched across the world; all under its reign were used as slaves or petty entertainment. So much fear was directed towards the empire that anything that went wrong or was evil was directly blamed on it without any requirement for proof. However, none dared speak such things for no hero who tried to overthrow it would ever be heard from again. Yet somehow the world slipped out of the grasp of the ruler of this empire, Natsukatu… it was indeed a wonder how the world escaped the grip of this cruel and malevolent empire.
No hero could stand in the path of Natsukatu - therefore, they couldn't have held a part in the fall. To most, the empire just collapsed. Bad luck - how else could all the terrible happenings be explained if the Natsukatu had lost the world to something else? But luck had little to do with what really happened. Few knew of the advisor the the vile lord, and those who did merely saw him as an ordinary kitsune who'd attained high rank via personal friendship with Natsukatu. People, for the most part, believed that he hadn't done anything. It was a regular day when this 'undeserving' kitsune, Quoward, vanished...
It took only a few weeks after his leaving for the effects of Quoward's hidden work to be felt. Few noticed when the planning behind the emipre's activities started to lack the same kind of subtlety. The ideas behind everything seemed good enough but their execution made them work no longer. It wasn't just flaws in all of his plans; Natsukatu became rash and irritable very quickly. His decisions were distorted, obviously over the loss of his friend and lack of someone he could confide in. That particular moment of weakness was all that was needed for the heroes to arise and free all of the suffering innocents beneath Natsukatu's hand. Despite this defeat, Natsukatu was far from dead, and his empire remained a dark, ominous shadow on the horizon.
Time passed. The resources of the nigh unchanged remains of the empire kept it running through the hard times it faced. Mad scientists had replaced careful alchemists; better medical technology had been invented, reducing henchmen death rates; but despite all of these progressions Natsukatu remained the ruler of them all. Many rumours had spread about how his longevity worked, but nothing was ever proven. However, there was a basic agreement between the few that knew select pieces of information about him that it was credited to his nekomata blood. But regardless of the rumors and agreements, all the fear left in the world of this previously dominant empire were the triggers or traces of the time of conflict between Natsukatu and the heroes…
… Then Quoward was recovered. It seemed, after nearly five hundred years, he had reappeared as mysteriously as he had vanished. Noticing Quoward had reappeared in a group of heroes and was being used as their pet, Natsukatu wanted answers. On the assault against these heroes, things didn’t go as planned as some of the heroes escaped. Still, Quoward was recovered and didn’t seem too badly brainwashed, though no answers to what happened were forth coming. None of the heroes captured and kept alive for a short time knew who Quoward was, and Quoward only could remember fragments of his past, though barely hesitated when it came to rejoining Natsukatu. No permanent harm done, so no need to hunt down those other heroes straight away.
Present day: Another moment of weakness for the empire is nigh. Natsukatu is dying, his great power failing him. Hidden in the depths of secrecy, he tried to hide his illness; but everyone knows down to the lowest of minions that such a thing can never be kept hidden. No one has yet to be declared his successor, it is merely the most major time consuming thing he does, to think about it. It is even believable that it’ll wait till his last faint words that only one person will hear… If only the enviable conflict between the elite of the empire over trying to fake being appointed the successor wouldn’t make it easier for the heroes that are circling like vultures, waiting for a chance to steal the glory of ending Natsukatu’s reign once and for all.
Brief explanation of the inner works of Natsukatu’s empire:
*Being such a large organisation Natsukatu did not give orders directly. People were appointed on working on certain projects, resources sent to them according to how valuable their work was at that time. Mainly think of the empire as a place for a villain to go for funding, minions, test subjects (There is a section who’s sole task is to kidnap decent test subjects), and advanced technology to be evil with. In return the sadistic Natukatu only requested
*Being that decent mad scientists who can bend the laws of nature and physics are rare, they rarely get to hold the world hostage with their doomsday machines. Instead this task is put down to the more expendable and more durable henchmen who actually have a degree in science… just in case some heroes turn up to ruin everything, of course.
*One does not normally choose to join the empire, usually they are recruited due to their past deeds. There are acceptations, as with anything, but those people tend to only get very low quality positions or extremely high ones.
*Most of the more major bases for Natsukatu’s people are legally owned under fake names and rarely used for anything other than safe houses (Or people they don’t think anyone is coming for, like homeless people or masked heroes). These are kept extremely secret for the safety of al villains involved. This RPG will take place mainly in the most secret of these.

*Please do not metagame. There are things characters wouldn’t know, only those high up in the empire, or just servants serving in the right place, would know what exactly Natsukatu or Quoward are. Likewise characters almost certainly do not know the strengths or weaknesses of other characters, unless they’ve worked together for sometime or it is something really obvious (Like being a vampire).
*Being evil and villainous is recommended, villains’ fighting against each other just happens when they have something to prove, especially in situations like this. Still, no going out of your way to attempt to put another character in a situation where death is certain if they don’t powerplay without a good reason why your character would do such a thing. Likewise, accept the fact you may need to come up with a replacement character partway through the RPG if you completely annoy another player’s character.
