A dex question

I have a question that's bothering me. Earlier I've read a thread about the legendary dogs, and that you need the national dex to be able to catch the dog of your choice (I wanted Suicune, so I picked Charmander). I restarted FR a while ago, and I've just beaten the E4. My dex is on 44 because I've been too lazy to fill it. Must I first fill my dex to unlock the national dex before I can get Suicune? Please help. Thanks in advance.

nope this is not true.you need to get the national pokedex then get the ruby and sapphire plates and give them to celio when you fix the machine you can find him.

What are you talking about? The only thing that does is enable you to trade with Ruby/Sapphire/Emerald. You can still catch Suicune without collecting the Ruby and the Sapphire.

I'm not 100% sure but I think Obada might be right. I searched for hours for Suicune after obtaining the national dex on my FR using "good strategies" and found nothing. I tried again after fixing the machine and found him within 5 minutes. Of course this could just be luck, but you'd think I'd have found it at least once in the hours of searching before I fixed the machine...
