Yes, but Smeragle has to be able to survive those in secrert bases, but anyway, do not use elemental Hyper Beams, they're horrible

PP Max is given to you after you beat one of the later rounds of the Trick House


No.Snorlax is only wild in FR/LG

Then you are doing it wrong. Smeargle can sketch ANY move as long as you get hit with the move first.
