Ok i just bought a leafgreen cartridge for my sis and asked her if i could trade the starters over to my emerald, but the thing was when i went to the pokemon center the lady says something about not being able to trade to other regions yet. Do i need to beat the pokemon league in leafgreen like in emerald? And do i have to beat them again if i want the rest of the starters?

You can't trade between LeafGreen and R/S/E until you've beaten the E4, obtained the National Dex, and fixed the Network Machine in LG.

the network machine is a machine that establishes a link between Kanto and the other regions. You need to find the Ruby and Sapphire gems to power it, then you give it to celio.

hmm ok thanks and umm i have another question if i nmake a new ame just to get the other starters do i have to do all that over again?

One would imagine so, yes. If you restart, the fixed machine and what have you isn't saved.
