Well, if you're a die-hard NFS U2 fan like me, you notice everything in the game. And so when you view your Career Status, it shows how many hidden shops you've discovered and how much there are to discover. In City Core, it says there are 5 shops to find when there are really six:
Car Specialties shop near the Stadium
Body Shop near that funky U-turn in El Norte I think
Body Shop in Fort Union
Graphics shop at the very end of that round-a-bout with the fountains
Megalow Parts somewhere in Hotel Plaza
Normal Performance Shop in SE City Core
So is this a glitch or what? Because my friend's PS2 said the same thing.
