That is a question you should ask the website more directly. But on a less pokemon related scale it would be less likely that those nations would have the game setup (cards, leagues, etc), due to the amount of violence, religious beliefs, etc.

Okay, I am not sure if there are card distributors in India (assuming India since the Middle East is too broad to say anything about) but the Pokemon anime IS in fact being broadcast on POGO in India.
If in fact there aren't any distributors of the Pokemon tcg in India, try to contact companies that have to do with translating the franchise like Chaung Yi (publisher of pokemon manga, telephone is (65)6274 8713 and website is
www.chuangyi.com.sg) or POGO for the anime (website is
http://www.pogo.tv/). Let hem know that you'd like like TCG to be in India, and that you'd you really like their backing in contacting the Pokemon Co. to try to get them to sell the cards there.
It will be a long shot, so try to import some Eniglish cards (or a cards in a comprehensible language) and get a following for the TCG in your area. This will help in your trying to get a seller. Also, if a lot of the players can speak a language other than Hindi, get a hobby shop to import cards in that language, if available, for sale. Over time, this will catch Pokemon Co.'s attention, and may eventually lead to Hindi cards in the future.
Once this is somehow established, if it is in your, interest, you can get organized play in your area, for access to leagues (organizations where pokemon playing, be it the card or the video games (which I am certain is banned in India, or was at one point) amd tournaments, as well as representation in the world tournaments.

Lastly, don't be discouraged, South Africa recently got its hand at organized play. Pokemon is a huge franchise and won't be going anywhere, so there's nothing you can do but try.
