Seedot, Nuzleaf, Shiftry, Solrock, Latios (Unless you have an event), Zangoose, Groudon, Mawile, and all of the Pokemon that aren't in the Hoenn dex.

Seedot and evos, Groudon, Latios, Solrock, Mawile, and some of the Kanto and Johto Pokemon. I think there's a list on the main site.

Meowth, Ditto, Sunkern (and evo), Houndour (and evo), Mew (with evevt), Deoxys (with event), Ho-oh (with event), Lugia (with event), Smeargle, Cyndaquil (and evos), Chikorita (and evos), Totodile (and evos) (only one of the three), Mareep (and evos), Aipom, Spinirak (and evo), Hoothoot (and evo), Snubull (and evo), Stanler, Gligar, Teddiursa (and evo), Ledyba (and evo), Pineco (and evo), Miltank, Wooper, Quagsire, Remoraid, Octillery, and Shuckle. There could be a few more, but I think that's it.

If you only care about the Hoenn Dex, then yes. If you want to finish the National Dex, then just get XD, because there's a lot of Kanto Pokemon there.

FRIEND + FRIEND'S RUBY + LINK CABLE + YOUR EMERALD = "Hooray! Now I can complete my dex! Wooo!"

Volbeat - rare in ruby,common in sapphire
Illumise - Rare in sapphire,common in ruby
Plusle - common in sapphire,rare in ruby
Minun - rare in sapphire common in ruby
Duskull - rare in sapphire,common in ruby
Shuppet - common in sapphire,rare in ruby

Latios can be obtained through a special ticket event,much like deoxys,jirachi is unobtainable as of yer,unless you have acess to a colloseum bonus disc.

You can't get Seviper, Latias (without event), Lotad line, Lunatone, Kyogre, Sableye, and a lot of Kanto/Johto Pokemon. You can get all of those Hoenn dex Pokemon, except Lunatone, in Emerald.
