Yes you can deffinently SR for the shiny Lati's there just save before you battle them. thats how I got mine shiny (pics in sig).

Pressing A+B+Start+Select together instead of flipping the power switch off and on. Does the same thing, but seems easier.

Yes, when you SR, you don't waste precious seconds watching the Game Boy logo appear, it just takes you to the beginning of the game you're playing.
