From what i can make from the sealed chamber near pasifalog the three regis were the powerful weapons/tools of the ancinet civalisation. The ancinets owed a great det to them but feared there power/or the price of using it may be used by evil.
To protect the regis they were sealed away.
Could not Regigigas be the ulitamte weapon of the ancinets only unlockable by some own with the courage and abilty to comand the three lower regis
That certainly makes sense. If only we could understand Japanese, because Regigias probably says when awoken:
"You who have tamed my 3 underlings, see if you can tame my power."

Hmm, he should be fighting type, because then he could beat up the other regi's if they cause trouble.
The the regi's will not normaly "cuase trouble" though they are alive they act as guardians and weapons of the ancinet people.
Though they are powerful commanding all three and using there full powers for any prolonged lengh of time can have an effect on the body and mind of the controller. Only certain trainers of an iron will can overcome this.
The ancinets feared that the regis powers ma be used for evil and that even if they were not it would be two dangerus for people to comand them. Before leaving to an unknown desternation the acinets sealed the regis in three sacred chambers.
In a temple deep under the fast following waters they left the instructions of how to break the seal on them inscribed there.

Now my theroy Regigigas was there "ulitimate gaurdian" and use of his power being pontentioly fatal very quickly. Plus there was the threat that some one may use the great power for evil.
The ancinents seemed to decide that some one capable of controlling Regirock, Regice and Registeel simulataniusly may have what it takes to controll Rigigigas.
So they built a great temple around Regigigas with a seal that could only be broken by a trainer who holds all three of the regis
i kinda agree with abyraria but why would guardians need a king?
My attempts to answer your theories.
1. He was WAY too powerful, and the ancients feared that shortly after he would be sealed, he would wake the trio again. So they froze him and pushed him to another region. He drifted to Sinnou and Stuck in the north. The Ice broke around him and he was trapped in an ice-temple. people built a stone temple around their new god, and then the ice took its effect, freezing the north.
2. Yes, because the humans who made the Regi's to defend against Kyogre/Groudon decided they needed a leader, because they would not heed. In fact, if my theory is partially correct, then Latios and Latias are of human origin, though more likely not.
3. Read theory 1, but this may be true. They choose Ice/Water-Fire-Electricity trio's, and then spring a wildcard trio unto us? If my theory is right, then perhaps the next region could hold a new regi. Because of his markings, I suspect Dark-Grass-Electric.

It's not that I'm dissagreing with you, but thae 'ancients' wouln't have made it so that to awake Regigigas you needed the other Regis, then that would speed up the prosess of after it awaking it comands them. If you didn't have the Regis with you then it would take longer for gigas to find, solve the puzzles and awake them. (and it wouldn't be able to solve the puzzles since it's way too big, and probably can't learn all of the moves required to solve them). Also if the Regis are man-made then how is one of them made of metal if it was created thousands of years ago by the 'ancients'?
off-topic: I think that the non-natural pokemon sohould be at the end of the pokedex. (Porygon family, Mewtwo, Deoxys, Regis, Voltorb, Electrode)
