In some other animes, there have been people/things that are evil but are just trying to figure out their purpose in life, for example Digimon (Blackwargreymon), so why not have a person/pokemon in this anime that is a recurring character like that?
'Cause this show isn't that deep. "Digimon" is more about the clash of good and evil, whereas "Pokémon" is more about friendship and perserverance. Besides, Myuutwo was already sort of a struggling character, and he had his time to shine in the first movie (at least in the Japanese version, anyway).

Magma and Aqua were NEVER evil. They were just two conflicting organizations.
Which doesn't equal evil. They were kinda like radical cults trying to bring about a change because of what they believe in. It didn't make them evil, but poorly misguided.Who happened to want to take possession of legendary pokemon in order to change the climate of the world, and have broken the law on numerous occasions in order to do this.

Since when has Pokemon ever had a decent plot line? Mature plots don't always make it good, but the writers would have to think way outside the box in order to make Team Whatever believable enough to be evil, which I doubt they'll do.Good point, there should be an absolutly evil team that stays that way. What about Galaxy?
