In some other animes, there have been people/things that are evil but are just trying to figure out their purpose in life, for example Digimon (Blackwargreymon), so why not have a person/pokemon in this anime that is a recurring character like that?

'Cause this show isn't that deep. "Digimon" is more about the clash of good and evil, whereas "Pokémon" is more about friendship and perserverance. Besides, Myuutwo was already sort of a struggling character, and he had his time to shine in the first movie (at least in the Japanese version, anyway).

pokemon bad side isnt even evil they turned magma and aqua good and team rocket a joke

This is absolutely right, Mewtwo is a perfect example of who you are talking about. But I know what you mean, there should be someone in the TV series. Hmmmmmmm.... that would be good.

James is the perfect example of a torn villain. Meowth and Jessie also have a soft side. Neither would do anything truly evil, they just feel that they have no other option. I also think that Team Rocket is the only thing that keeps the trio together, and they are scared of trying to go straight alone.

i guess the writers either didnt want to be like thoes shows, or didnt think of it or something like that

Who happened to want to take possession of legendary pokemon in order to change the climate of the world, and have broken the law on numerous occasions in order to do this.
Which doesn't equal evil. They were kinda like radical cults trying to bring about a change because of what they believe in. It didn't make them evil, but poorly misguided.

Good point, there should be an absolutly evil team that stays that way. What about Galaxy?
Since when has Pokemon ever had a decent plot line? Mature plots don't always make it good, but the writers would have to think way outside the box in order to make Team Whatever believable enough to be evil, which I doubt they'll do.

Jessie and James aren't evil, its obvious they are just messed up kids, they won't ever do anything to evil and will probably turn good in the end. so ah DUUUUUUUUUUHHHH
