Advice with Raising

I already asked if this was in the right section and didn't get a response, so I apologise if I'm wrong.

Does anyone have any advice on how to raise a Nidoran (M)? I'm looking for EV's , Movesets and stuff like that. It's Level 24, caught in the wild (Safari Zone). It has a Timid Nature (+Speed, -Attack). It's Stats/IV's are:

HP: 61/23
Att: 29/5
Def: 24/2
Sp. Att: 28/18
Sp. Def: 26/10
Spd: 37/23

And it's Hidden Power is Poison with 68 Power.

Any suggestions?

Rebreed. Get one with either a Jolly or Adamant Nature that has good Attack and Speed IVs.

I realise it's bad, but hey, if it's really terrible, I could just trade it across Wi-Fi for a rare poke when DP comes out. Some people are nuts for a shiny.

Well if there's no advice for him, how about something else I was thinking of, raising a Scizor? I was thinking something like a baton passer set, like:

Scizor@Leftovers
Nature: Impish, (+Def -Sp. Att) Jolly (+Spd -Sp. Att) or Careful (+Sp. Def -Def)
Moves:
Silver Wind
Swords Dance
Agility
Baton Pass

Any advice for nature/EV's/item?

No, he should keep SD, and maybe he should put Iron Defense or Agility on somewhere, so he can Baton Pass it. Scizor is a pretty good baton passer, and with iron defense he can become a physical wall.
