Well...all I can say is that most of my pokemon were of lower level than that when I faced off against Kyogre so I think...yes....

you are so ready for stormy sea. the stairs early on are hella easy to get too (lots of the time right next to you)

but don't train too much, cuz there is no save point halfway or whatever, like the earlier dungeons had.
