In the 5th gym city, you go to and enter the "Cute Pokemon" Park. Then go to the far top right of the park where some stone like structures are. Go into the one on the left (I think. If not, the right) and step around in there, and with each step, press A. You'll find it there.

Its an overworld Item. You know, still in the "Pokeball" shape.

No.

It's in Yosuga's "Cute Pokemon" park. In one of the buildings, IIRC, but hidden. However, it's an overworld item.
