Not thinking twice!
I'll put up a few right now:
1) Steven's mental health (Steven Universe Future): Yup, I'm 100% serious, Steven's deteriorating mental health was the main antagonistic force in the final season, as due to all the life or death situations he endured during the first 5 seasons, he's unable to cope with any issues on his current, more normal life, and this is worsened by his obsession with having to help others, even though the people he knows are moving forward with their own lives.
2) Suguru 'Asmodeus' Kamoshida (Persona 5): The PoS himself, Kamoshida was a Volleyball coach at Shujin academy, and during his time there he thought of the school as his own castle, with himself as the king, dispatching physical punishment towards his male "slaves", and sexually harassing his female "slaves"
3) Jasper (Steven Universe)
4) Paul (Pokemon anime)
5) Shadowy Figure (Ok KO let's be heroes)
6) Zuko (Avatar:The Last Airbender), sure, he's redeemed, but he was an antagonist

A single misplaced step
I don't think these descriptions are that good, but I tried.
All of these characters were antagonists at some point. If that disqualifies them, I'll try to come up with more.
1) Magus (Chrono Trigger) Originally from the year 12000 BC, the Prince of the kingdom of Zeal, he was pulled by a rift in time into the Middle Ages, where his strong magic led him to become leader of the Fiend army, waging a war on the kingdom of Guardia.
2) Dark Matter (Pokémon Super Mystery Dungeon) The embodiment of the darkness within the hearts of Pokémon, it aims to return the world to the void by absorbing the Tree of Life, the source of all life, and having the world be consumed by the Sun.
3) Mewtwo (Pokémon: The First Movie) Created in a laboratory to be the tool of Team Rocket and the world's most powerful Pokémon, Mewtwo desires to get revenge on humanity by creating a storm to destroy them, cloning the Pokémon of some of the world's strongest trainers.
4) Count Bleck (Super Paper Mario) Believing that life is meaningless after losing the one he loved, he used the power of the Dark Prognosticus to destroy his home dimension, now aiming to use the power of the Chaos Heart to destroy all dimensions.
5) Badeline/Part of You (Celeste) After being released from a mirror due to the power of Celeste Mountain, the "dark side" of Madeline attempts to force her to stop climbing the mountain by attacking her.
6) Taranza (Kirby Triple Deluxe) Once friends with Sectonia, after gifting her the Dimension Mirror she grew vain, using her beauty to intoxicate Taranza to do her bidding, Taranza aiding her in taking over the Dreamstalk and capturing the hero of the lower world and the People of the Sky.
7) Ice King (Adventure Time) Once a human named Simon Petrikov, he was driven mad by a strange jewelled crown which gave him ice powers, but also caused him to lose his memories of his former life, now kidnapping princesses to try and find love again.

All set to be a nice guy
1) Diavolo (Jojo Golden Wind): A schizophrenic Italian man born under mysterious circumstances (his mother was pregnant for two years in an all female prison), he runs Italy's largest mafia organization, harming society with rampant drug trafficking. He wields the incredibly powerful stand King Crimson and seeks nothing more than to erase all traces of his past, including his own daughter that threatens his existence.

2) Nyx (Persona 3): A higher entity and the thirteenth and final arcana representing 'death', with the purpose of bringing 'the fall' or the end of the world and all life on the planet caused due to humanity's very own wishes for the end.

3) Radovid the Stern (Witcher 3): A genius but extremely paranoid and cruel king, he seeks to make Redania all powerful and win the war. His cruelty knows no bounds as he seeks to exterminate all non humans such as mages, dwarves, etc in an extremely sickening manner of tying them to stakes and burning them publicly for the public's entertainment.

4) Mister Negative (Spiderman PS4): Martin Lee, founder and owner of FEAST, a charitable organization for the homeless seems like a charitable person with the best of intentions, but secretly he's the ruthless leader of the Inner Demons, an organization able to harness negative energy at will. He was injected with the 'devil's breath' by Norman Osborn, granting him the terrifying powers he possess, and killed his parents in a rage filled explosion due his lack of control.

5) Wammu (Jojo Battle Tendancies): Cue Ayayayayaya! One of the three Pillar Men (aka Aztec gods of fitness), he lives seeking out worthy opponents and follows the code of honor like a true warrior, never finishing off the weak or defenseless. He serves as the personal rival of Joseph Joestar and only fuels his ambition further after killing his friend Caesar Zepelli (rip Shiiiiiizzaaaaaa).

6) Ushijima Wakatoshi (Haikyuu): The number one volleyball player in the Miyagi prefecture and already a regular for the Japanese national team, Ushijima serves as the primary antagonist that Hinata and Kageyama have to overcome in their quest to bring Karasuno high back to its glory days, having to do so against the formidable Ushijima and his dominant high school team Shiratorizawa.

7) Shaiapouf (Hunter x Hunter): One of the three Chimera Ant Royal Guards, he prides himself as being the most rational of the guards. However, deep down, he only holds a preconceived notion of what a king should behave like, and therefore despises Komugi when he realised that she threatened how Meruem was behaving, less like a king. He goes as far as going against the king just to satisfy his own impression of the perfect king.

8) Cesare Borgia (Assassin's Creed Brotherhood): The illegitimate son of Rodrigo, he too was part of the Templars, and served as the Captain General. However, the order of the Templars was secondary to him, and he even plotted against his father to take over Rome and eventually Italy, with his ultimate desire being the use and exploit of the Apple of Eden.

Emblian Royalty
1) Zarc (Yu-Gi-Oh! Arc-V): The original owner of the Four Dimensional Dragons, this once benevolent Duelist was driven psychotic by his audiences’ desire for more brutal duels. A confrontation with Ray Akaba split his soul into four personalities, Yuya, Yuri, Yugo and Yuto and desires nothing more to manipulate them to fuse back into one.

2) Metal Face (Xenoblade Chronicles): The Faced Mechon that led the attack on Colony 9, he has caused a fair amount of misery for the main characters by (seemingly) killing Fiora and murdering Melia’s father in front of her eyes. It is later revealed he is actually Mumkhar, a former friend of Dunban who turned against his former comrade out of jealously.

3) Primal Dialga (Pokemon Mystery Dungeon: Explorers of Time/Darkmess/Sky): The Pokemon that governs time, the collapse of Temporal Tower in the ruined future has caused it to revert to a primal state. Its only desire now is self-preservation, doing what ever it takes to ensure the future is not altered.

4) Bellwether (Zootopia): Behind the face of this sweet-looking mayor’s assistant is a devious schemer, engineering a plan conspiring to make prey species the dominant “race” of the city of Zootopia.

5. Tabuu (Super Smash Bros Brawl): The ruler of Subspace, Tabuu seeks to assimilate the Smash World into his own dimension. Due to being unable to leave Subspace he resorted to controlling Master Hand and manipulating the villainous characters to ensure the more heroic characters don't interfere with his plans.

6. The Sorceress (Spyro: Year of Dragon): Ruler of the Forgotten Realms, she unwittingly caused the deterioration of magic in her home realm by banishing the dragons. Her desire for the Dragon Eggs hides a malicious desire to use the hatchlings' wings for a spell to grant immorality.

7. Dame Dedtime (Yo-Kai Watch 2): Framed for a crime while she was a human, the loneliness and bitterness she felt during her imprisonment fueled her desire to get revenge on humans for the time she was robbed of. She also created the Wicked Yo-Kai as a means to sever the friendship between Yo-Kai and humans.

8. Veronica (Fire Emblem Heroes): Princess of the Embla Kingdom, a curse of her bloodline drives her to try to destroy the Kingdom of Askr. She has on some occasions teamed up with her would be foes to take down greater evils however.

1. Frollo (The Hunchback of Notre Dame [Disney version])
A normal priest who just wants to keep Paris free of thieves and murderers.

2. Dr. Gel (Space Dandy)

A high-ranking scientist of the Gogol Empire who hunts Dandy in order to obtain the secrets of Pyonium.

3. Principal Asano (Assassination Classroom)

A man dedicated to keeping the Earth from exploding.

4. Dracula (Dracula)

Perfectly ordinary human being, definitely not a shape-shifting vampire.

5. Frankenstein's Monster (Frankenstein)

Compared to Frankenstein, the Monster comes off as self-aware and reflective, although Frankenstein refuses to see him as anything but the ultimate evil.

6. Acnologia (Fairy Tail)

A mighty dragon with the power to consume magic itself whose only desire is vengeance upon those who robbed him of everything 400 years ago

7. Yanda (Yotsuba&!)

This vile creature torments the young protagonist for his own sadistic amusement, mocking her and even going so far as to steal her very food.

8. Maximillion J. Pegasus (Yu-Gi-Oh!)

A man in despair, he desperately searches for a way to resurrect his departed wife, eventually travelling to Egypt and stumbling into the deadly realm of the Millennium Items and the Shadow Games.

S-AX (Metroid Fusion): A X parasite mimicking Samus Aran's suit, even the seemingly fearless Samus is afraid and powerless before this creature that has left a trail of destruction and dead bodies in it's wake, Samus's only option is to run and hide from this Xenomorph-inspired horror.

Steve (Monster Hunter 4 Ultimate): A highly-developed aerial hunter, Steve is an apex predator that overtakes other territories using it's bone-cutting scales and talons to slice apart even the strongest of wyverns, such as Rathians.

Edelgard (Fire Emblem: Three Houses): Once a child forced into exile, surviving deadly experiments that killed her siblings and returned home to see her father reduced to a political puppet, she is now the ambitious Emperor of the Adrestian Empire who believes the ends justify the means, scheming to ruthlessly reconquer all of Fodlan under a rule that chooses merit over royal blood.

Lao (Xenoblade Chronicles X): Once a great friend, ally & father figure to Lin who lost his family to the destruction of Earth, he begins to lose his faith in humanity when he discovers that his family had not been among the elite chosen to board the White Whale ship and that humanity's bodies aren't real but artificial constructs.

Dimentio (Super Paper Mario): Skilled in duplication, teleportation, and invisibility, Dimentio betrays his former master in order to further his plans to obtain the Chaos Heart.

Gwyn (Dark Souls): A living breathing King of Gods, he tried everything to resist the cycle of nature and prolong the golden Age of Fire at the cost of his immortal life, now he is no longer the great powerful God of legend but a depressingly weak former shadow of a golden age of gods long gone , a god who has already long been defeated and you are just here to finish him off.

Ulysses (Fallout: New Vegas): Ulysses is a revenge-driven and darkly philosophical man who came to the realization that one man can change the world ever since he tragically lost his home due to the player character, the Courier's simple clumsiness of accidentally activating a mysterious package, a device that set off all the nuclear bombs hidden in Ulysses's city.
