You want to train your Pokémon of that level ? Because I use the VS Seeker on Island 1 for that and the trainer's Pokemon are Level 39.

Well all ive seen in there are Lv. 48 Onix and like LV. 30 Zubat and thats it no Lv. 39

You should see Arbok, Onix, Zubat, Golbat, Marowak, Primeape and Machole at least on Victory Road.

hmm....i think u will find fearow on route 23 with its levels ranging from 38-43
