It okay. That dark brown hole thing on the beach sticks out really bad, thus making it look tacky. Recoloring it will make it look better.

Some shading is required on the things that you did recolor. It just doesn't look right.

Nice city. But origginaly, Grass aren't supposed to be in cities expect if it dosen't have wild pokemon. Also the beach edge is too sharp.

What the heck is that thing next to the pokemon center
Why is there grass in the city (though I like the idea)
The shop and the pokemon center are in the opposite buildings they should be in.

Anyway nice city I like it.
