Arcanine learns Extreme Speed so he can go first all the time if he really needs to.
I'm using an Adamant Nature, since I use him mainly for physical attacks. However, Lonely works too, If you want him to get away with using Flamethrower instead of Fire Blast/Overheat.
So no, I don't think you should give him a hasty nature.
